Professor David Cullen
Principal
Professor David Cullen brings over 25 years’ experience in the Australian Public Service, focused on the delivery of health, aged and disability care. His most recent role was as inaugural Chief Economist of the National Disability Insurance Agency, prior to which he was the first Chief Economist at the Australian Government Department of Health.
David’s contribution to the development of the modern aged care system is particularly well-recognised, including: leading the development of the ten-year deregulation and micro-economic reform plan at the centre of the 2012 Living Longer, Living Better reforms; and as Principal Adviser to the Chair of the Royal Commission into Aged Care Quality and Safety (2018-21).
Internationally, David has been commissioned by the World Bank to advise the Malaysian Government on aged care reform and is a former President of the OECD Expert Group on the Economics of Prevention. He is a Fellow of both the Royal Society for Public Health and the Royal Statistical Society.
David Holds a BSc (Hons), BA and PhD, each from Australian National University. He is an Adjunct Professor at the Macquarie University Centre for the Health Economy, as well as Adjunct Professor for Health Economics and Aged Care Policy at the National Centre for Social and Economic Modelling. David is a non-executive director of the Shepherd Centre.
