Alastair Furnival

Alastair Furnival has a background in public policy, economics and political strategy.  Prior to co-founding Evaluate, Alastair was Chairman of a leading public affairs firm, a Vice-President at Boston-based Charles River Associates, and regional chief economist for a multinational food company. 

Alastair has been an advisor to various Federal and State Governments, including as a Chief of Staff to health and ageing Ministers in the Howard and Abbott Governments.

His practice is in two areas: the efficiency of social policy finance, including health, ageing, education and housing; and the dynamics of domestic and international markets, in which he has provided expert counsel on questions as diverse as competition policy, supply chain development, intellectual property regulation and the operation of free trade agreements. On the latter, he has extensive experience not only in Australia but also in China, Indonesia and other parts of Asia and the Pacific.

In the social policy sector, Alastair specialises in the development of novel modelling approaches to complex questions, bringing together microeconomic analysis with game theory. He is a member of the International Health Economics Association and has a particular focus on optimising the mix of public and private finance for health goods. 

Alastair holds a Bachelor of Arts from the University of Queensland and a Master of Commerce from the University of Sydney as well as a Master of Arts from Franciscan University. He sits on the Strategic Advisory Board of the Journal of Public Affairs and is a Member of the Economics Roundtable of Research Australia. Alastair teaches economics at Australian Catholic University, and is a Senior Fellow at the University’s PM Glynn Institute.

Catherine McGovern

For nearly 30 years, Catherine has worked in and with government as a consultant, adviser and government relations specialist. She was an adviser in the Howard Government in the industry, science and resources portfolio, a wide-ranging portfolio where she was responsible for policy development in a variety of industry sectors.

Since returning to the private sector, Catherine has been Head of Government Affairs & Policy for GlaxoSmithKline Australia working on product and reimbursement issues. Catherine has also had extensive policy and regional experience with GSK in the UK and Europe in relation to research and development, investment decisions, health policy & networks, education and other corporate matters.

On returning to Australia, Catherine was General Manager, Government and Public Affairs at Medibank from 2009 to 2012, holding responsibilities in relation to regulatory affairs, policy, government relations and public affairs.

Catherine is a board member of Marriott Support Services and a graduate of the Australian Institute of Company Directors.  She is a past board member of Melbourne City Mission and Victoria Legal Aid. She holds Bachelors degrees in economics and theology and is currently completely a Master of Theology at the University of Divinity.

Craig Moy

Craig has over 30 years’ experience in business development and commercialisation across Australia, Asia and the USA. Working exclusively with blue chip multinationals including Zimmer, Johnson & Johnson and Smith and Nephew, with the last 3 years as ANZ GM for Smith & Nephew. Craig has a passion for all elements of the business cycle having led teams in product ideation, engineering and development, clinical research, health outcomes, compliance, market access including optimised pricing, through downstream sales, marketing and operations.

He represented the device industry (MTAA) on a number of government Committees and reviews, including the 2015 roundtables on value in the private health insurance sector. In recent years he led the biotech commercialisation efforts at the Garvan Institute of Medical Research including framing the federal government $500M commitment to precision medicine and genomics announced in the 2018/19 federal budget.

Craig was a consultant for the Department of Health and is currently engaged by Private Healthcare Australia, Australia’s private health insurance representative body. Craig is a prior ministerial appointed member of the Protheses List Advisory Committee and serves as the health insurance industry representative on industry working groups for device reform.

Michael Schur

Michael has over 25 years of global experience as an infrastructure finance and investment specialist, and has chief executive experience in both the public and private sectors.

He is currently an independent board member and advisor to private and public sector clients, both in Australia and internationally. He was previously Secretary of NSW Treasury. Michael has conducted risk assessments, project structuring, financial due diligence and commercial negotiations on over 25 privately financed infrastructure projects with a combined value in excess of $30 billion in countries including South Africa, Uganda, Ethiopia, Cambodia, Vietnam, India, Indonesia, the Philippines, New Zealand and Australia.

To facilitate private investment in infrastructure, Michael has designed innovative financial products that provide risk mitigation / credit enhancement to specific projects and government programs in housing, health, transport, energy, education and water sectors. Michael holds a Masters degree in Economics from the University of London and the University of Witwatersrand in South Africa. He also holds a Bachelors degree in Economics, with Honours, from the University of Witwatersrand.

Guy Towart

Guy has over 25 years’ experience in strategic market development across Australia and New Zealand as well advising major operations in the USA, Asia and the Middle East. Working exclusively with blue chip multinationals including Johnson & Johnson, Synthes and Smith and Nephew, and with the last 15 years as ANZ Marketing lead for divisions of Synthes and Smith & Nephew, Guy established and ran a successful medical device distribution company with links across Australia and New Zealand for over 7 years before selling the business to move into the corporate sector.

Guy’s expertise in all aspects of product life cycle is extensive having led teams in product ideation, engineering and development, clinical research, compliance and market access including optimised pricing, tenders and prostheses list.In addition, he has significant knowledge and expertise in sales, marketing, product and sales training, operations and surgical education events, ranging from registrar level through to masters courses.
